China used to import almost half of all recyclables from around the world.

중국은 전 세계 재활용품의 거의 절반을 수입했었다.

used to는 예전에는 했으나 지금은 그렇지 않다는 의미를 가지고 있습니다.

 

Recycling companies in Korea stopped collecting scrap plastic because they didn't bring any profit.

한국의 재활용품 수거 업체들은 수익이 나지 않는다는 이유로, 폐비닐 수거를 중단했다.

scrap은 used, unusable의 의미를 가지고 있어요. scrap paper은 폐지, scrap metal은 고철이라는 의미가 됩니다.

 

The Korean government belatedly took measures to solve the problem.

한국 정부는 이 문제를 해결하기 위해 뒤늦게 조치를 취했다.

to solve는 '~하기 위해서'라는 의미로 to부정사 부사적 용법의 목적에 해당합니다.
